UPND demands independent corruption probe of all government ministries and departments

The UPND wants all government institutions subjected to a thorough independent corruption probe in the wake of revelations of financial impropriety in the administration of the social cash transfer scheme at the Ministry of Community Development and Zampost.

And the opposition party has accused the PF of abusing the social cash transfer scheme to gain political milage.

The $4 million scandal has led to the dismissal of Minister of Community Development Emerine Kabanshi and Zampost CEO McPherson Chanda – with more expected to follow – after donor countries froze aid to the Zambian government.

The country’s main opposition party feels vindicated in light of the events and calls out President Edgar Lungu for failing to act sooner.

“Edgar Lungu, through his Special Assistant for Press Amos Chanda has confirmed what we have been saying all along, that there is massive corruption in the administration of the social cash transfer funds in government,” UPND spokesperson Charles Kakoma said in a statement to Zambian Eye.

“But what we find absolutely hypocritical is that all along Mr. Lungu and his PF leadership have been denying until the donors, who are the owners of the money themselves, had to take action by suspending aid to Zambia. We know they were denying because they wanted ample time to steal more and more.”

“As a reminder, we are aware and have been persistently saying that the social cash transfer funds has been abused as a political tool to bribe voters in the PF induced costly bye elections.

“And Edgar Lungu is fully aware of this shameful and open corruption but has kept quite because it benefited the PF leadership by creating a false impression of popularity in the country.”

Kakoma named other government programs that it says are tainted with corruption.

“As UPND, we are also aware of the abuse of the funds in the Ministry of Education under the school feeding programme, we are aware of the abuse of other funds in the Ministry of Health in the procurement of drugs, especially the essential ones such as the ARVs, to the point where even expired drugs are being bought.

“In short there is rampant corruption in all government ministries and parastatals and we demand for a thorough independent investigation and forensic audit.”

Kakoma says trying to demonize the donors who are the owners of the money will not help the PF leadership, adding that there is more taxpayers’ money that has been looted in broad daylight than even the donor money.

“PF has been stealing Zambian tax payers’ money and has been getting away with it. Donors obtain money from their citizens’ taxes and PF thought they would also get away with it. How mistaken they were.

“The sad thing is that it’s the poor citizens that will suffer as the PF leaders are comfortable driving expensive vehicles and living lavish lifestyle while people are suffering.”
