The Grand Coalition on the new constitution has instructed its members countrywide to de-campaign ruling party – PF presidential candidate Edgar Lungu and four others for refusing to sign a social contract compelling them to enact a new constitution before 2016 tripartite elections.

Chairperson for Grand Coalition Fr. Leonard Chiti announced the development at a media brifeing on January 9, 2015 saying his organisation has been left without any option but to launch a ‘no constitution, no vote’ campaign for Lungu, Godfrey Miyanda of Heritage Party, Daniel Pule of Christian Democratic Party, Peter Sinkamba of Green Party, Ludwig Sondashi of the Forum for Democratic Alternatives (FDA) and Eric Chanda of the Fourth Revolution Party (4R).

He said the these candidates have refused to sign the social contract adding that Lungu has dared the Grand Coalition to go ahead and decampaign him saying he will still win the elections even if they de-campaign him.

“Despite the efforts the Grand Coalition has made to persuade Hon. Lungu, MP and the PF to sign the Pledge, he has literally and arrogantly declined arguing that he has already signed a social contract with the Zambian people on the subject through his public utterances and they have assured him of electoral victory come, January 20, 2015,” Fr. Chiti explained. ” This is contrary to many Zambians’ expectation on the PF Presidential Candidate who they think should have been more apologetic as this is not the first time his PF Party and Government has backpedaled on electoral campaign promise.”

Below is a full address speech of Fr. Chiti.

STATEMENT BY THE GRAND COALITION ON THE CAMPAIGN FOR A PEOPLE DRIVEN CONSTITUTION ISSUED ON JANUARY 9, 2014 AT JCTR BY THE CHAIRPERSON, FR. LEONARD CHITI
Ladies and Gentlemen, compliments of the season and welcome to this media briefing, the first by the Grand Coalition in the Year of the Lord, 2015 being held 11 days before the January 20, 2015 Presidential Election.
The reason for calling this media briefing, Ladies and Gentlemen, is to update the nation, through you, on the progress so far made by the Grand Coalition regarding the signing of the Presidential Candidate’s Pledge (Social Contract) by Presidential Candidates from various political parties and candidates contesting the forthcoming January 20, 2015 Presidential Election on the need for them to commit in written their commitment to enact a new People Driven Constitution before 2016 General Elections. This follows the verbal promises by most, if not all, the presidential candidates to enact a new constitution by 2016 once elected as republican president on January 20, 2015.
Ladies and Gentlemen, allow me on behalf of the Grand Coalition, to reiterate our demand for a new people driven constitution and the importance of all presidential candidates to sign this solemn pledge before the Zambian people which is a written sign of commitment by the Presidential Candidates to deliver a New Constitution before the 2016 General Elections. This is so because, in 50 years of Zambia’s independence, attempts to have a new constitution have been elusive despite spending billions of kwacha on the processes which efforts have resulted into us Zambians not having our desired constitution. This pledge will bind any presidential candidate who wins the January 20, 2015 election to enact a new constitution by 2016 failure to which s/he will be ready to be held accountable by the citizens and face electoral sanction in 2016 tripartite elections.
Ladies and Gentlemen, since we launched the Presidential Candidate’s Pledge campaign in November, 2014, a total of five (5) out of the 11 presidential candidates have signed the pledge. Allow me now to disclose the names of those who have respected the demands of the people to have a new constitution by 2016 through the signing of the Pledge with the Grand Coalition. These are;
1. President Edith Nawakwi of the Forum for Democracy and Development (FDD);
2. President Nevers Mumba of the Movement for Multiparty Democracy (MMD)
3. President Elias Chipimo Jr. of the National Restoration Party (NAReP);
4. President Tilyenji Kaunda of the United National Independence Party (UNIP);
5. President Hakainde Hichilema of the United Party for National Development (UPND);
Ladies and Gentlemen, allow me too to disclose those who have not signed the Pledge for one reason or other. These include;
1. President Apostle Rev. Dr. Danny Pule of the Christian Democratic Party (CDP);
2. President Ludwig Sondashi of the Forum for Democratic Alternatives (FDA);
3. President Eric Chanda of the Fourth Revolution Party (4R); and
4. President Brig. General Godfrey Miyanda of the Heritage Party. Brig. Gen. Miyanda insisted to first read the Pledge before signing it and since it was delivered, we have not heard anything from him.
Ladies and Gentlemen, the Grand Coalition regret to further inform you and announce to the nation those who have literally refused to respect the demands of the Zambian people on the need for a new constitution by 2016 and have since declined to pend their signatures on the Pledge but instead insisted on the Grand Coalition and the entire Zambian population to just trust their lip serviced electoral promise on the constitution. These include;
1. President Hon. Edgar Chagwa Lungu, MP who is also Minister of Justice and Defence and ruling Patriotic Front (PF) presidential candidate; and
2. President Peter Sinkamba of the Green Party (The Greens)
Ladies and Gentlemen, Hon. Lungu MP has categorically told the Grand Coalition that he would not sign the Pledge (social contract) and dared the Grand Coalition to go ahead and de-campaign him if it so wished ahead of the January 20, 2015 Presidential Election. According to him, the stage at which he has reached in his electoral campaigns ahead of the January 20, 2015 is unstoppable to winning the election and does not need to sign a social contract with the Grand Coalition for him to emerge victorious in the forthcoming election. He argues that bowing to signing a Pledge with the Grand Coalition would be sign of electoral blackmail. Surprisingly, the Grand Coalition expected Hon. Lungu MP, being a presidential candidate for the ruling party, to have humbled himself and taken the issue of the enactment of a new people driven constitution more serious than any other presidential candidates especially that his party-the PF-failed to give the Zambian people a new constitution in the three years it has been in power despite making a solemn campaign promise in 2011 and in its manifesto to deliver a new people driven constitution within a record period of 90 days. Despite the efforts the Grand Coalition has made to persuade Hon. Lungu, MP and the PF to sign the Pledge, he has literally and arrogantly declined arguing that he has already signed a social contract with the Zambian people on the subject through his public utterances and they have assured him of electoral victory come, January 20, 2015.
This is contrary to many Zambians’ expectation on the PF Presidential Candidate who they think should have been more apologetic as this is not the first time his PF Party and Government has backpedaled on electoral campaign promise.
With regards President Sinkamba, he has also stated that he did not need to sign any social contract with anyone but that the people of Zambia should just trust his words and promise to enact a new constitution once elected.
Ladies and gentlemen, after exercising restrained patience, the Grand Coalition at its meeting held at JCTR on January 8, 2015 which was necessitated by the refusal by the PF and other presidential candidates to sign the social contract or the Presidential Pledge, had no other option but resolved to launch a “No Constitution, No Vote Campaign” ahead of the January 20, 2015 Presidential Election against presidential candidates who have refused to sign the Presidential Candidate’s Pledge (social contract).
Further, the Grand Coalition resolved to publish the list of names of presidential candidates who have signed and those who have not signed the Presidential Candidate’s Pledge in the major newspapers and online media for the electorate and Zambian people in general to know and judge for themselves who is serious in delivering a people driven constitution and who wants to continue taking the Zambian people for granted and to do the needful on the 20th of January 2015..
To this end, Ladies and Gentlemen, the Grand Coalition has instructed its structures countrywide to start de-campaigning all presidential candidates, including the PF’s Edgar Chagwa Lungu, for refusing to sign the Presidential Candidate’s Pledge with immediate effect. Their refusal is a sign that they cannot be trusted and not worth to occupy the highest office in the Land, that of the Presidency. It will be a grave mistake for Zambians to put trust in arrogant leaders whose main aim is to ascend to power through deceit using promises they are not ready to be held accountable for. If they can arrogantly turn down people’s demand now when they have not even ascended to power, Imagine what they will become once given the instruments of power under this “defective but functional constitution”!
Ladies and Gentlemen, the above position the Grand Coalition has taken should serve as a lesson to all politicians in the present and the future who are in the habit of taking the electorate and citizenry in general for granted that, this time around, Zambian people are not ready to be taken for granted and will not take kindly any leader who is a flip-flopper and arrogant to their demands especially on the constitution. Time by the Zambian people to demonstrate that is now and will not repeat itself in the future.
Further, it is a recognition that politicians if handled with kid gloves, the delivery of a new constitution in Zambia will continue to be elusive and a perennial costly undertaking punctuated by events like the forthcoming presidential by-election which continue to be a drain on the national treasury at the expense of national development.
To this end, Ladies and Gentlemen, the Grand Coalition remain undeterred in its resolve to push for the adoption of a new constitution through a referendum and enactment only by the National Assembly by 2016. Therefore, the Grand Coalition warns whoever candidate wins the January 20, 2015 Presidential Election that it will never tolerate any partial amendment to the Constitution as such a move will be met with an equal force of resistance.
In conclusion, Ladies and Gentlemen, the Grand Coalition is disturbed with incidents of electoral violence that have characterized the electoral campaigns as the country approaches the Election Day. The Grand Coalition demands that political parties exercise leadership on their cadres and further call on the Zambia Police Force to professionally deal with the perpetrators of violence. The continued electoral violence ahead of the January 20, 2015 presidential election has a potential to scare away voters thereby promoting voter apathy which under the first past the post electoral system that we have may result in a minority Presidency that will not have the loyalty of most Zambian electorate. Unless the lip service condemnation of violence by political party leaders is translated into action, violence is unlikely to end. We therefore, appeal for peace, unity and co-existence ahead of the Presidential Election.

    Mr. Lungu, sign the Social Contract, apologies to Zambians for PF not giving Zambians their constitution.

    Next, you smartly walk out of Rupia Banda endorsement.

    This is the man Zambians of all ages have said “NO, we do not need his leadership”, in 2011 and late last Year.

    It is time Edgar Lungu showed leardership, give Zambians, a people driven Constitution, give Zambians, Hope they deserve.

  3. What is this nonsense of a “social contract”? So, if one signs one of these useless documents, wins the election and fails to honor the useless contract, what is the repercussion? Decampaign them in the next election? Who cares? No wonder RGM called these NGOs “the coming back of imperialists”.

    • We beg to have more reasonable arguments. Why has there been a Commission to look into the constitution issue at such a huge expense just to later SHELVE it by PF?

      That was TAX PAYERS’ MONEY which needs to be put to proper use. The Coalition is right to demand for that on behalf of the Zambian tax payer. Non commitment is as good as saying it’s ok for PF to have MISUSED the money for the draft — AND AS GOOD AS STEALING from Zambians?

      Why do you want Zambia to be an ANIMAL FARM?

If lungu wants he can sign just for the sake of it after that he doesn’t fulfil,so to make me this social contract doesn’t make sense unless you just want to be seen that you are also existing ba Grand coalition,I think there are more important thing you can do people or spend that money on a poor person who needs assistance to go abroad for specialised treatment

  5. The Grand Collision has point, Zambians have been taken for granted for to long. Dr Kaunda did the same when he was in power when UNZASU and ZCTU were the only “opposition”. The people rose and kicked him out. Sata’s arrogance decampaigned the PF. The arrogance EL has continued with … We can’t continue having failed callous governments like the PF because of first passed the post. Zambians haven’t forgot how much PF has messed up, uncalled for retirement of personnel in different government sectors including defence and security, a government which has never addressed the nation for three years with appearances only through appointment of friends and relatives and insulting perceived enemies, failure on the cost of living, drawing the country back to indebted days – 4.7 billion external debt in three years. And where is ZCTU and UNZASU !? Have you been corrupted by PF … my heart bleeds …

  7. Father Chiti, you deserve PRAISE from Zambians for that stance. You now need to take special steps to make sure that Lungu, specifically, feels it that PF can not continue taking Zambians for GRANTED the way Sata did. These people want another ‘donchi kubeba’ and should never be trusted.

    This will prove to us that you have a following in Zambia and even scare PF from trying to RIG the elections because they are certainly out to try it.

Haven’t you read the bible honestly? Someone can sifn that useless paper so what? It shows your arrogance or not knowing what is involved in releasing the constitution. So a satanist signs it and he starts eating your children that’s ok you will campaign for him? And how many are you anyway in support of this useless endeavour? Form a political party or something else to keep you busy. You think you can stop Lungu from becoming president if God has appointed him just because he can’t sign your useless document? Did God in the prophecy say if Lungu doesn’t sign the document then he won’t become president.read the bible well. Someone said Yes and he never delivered but the one who said No delivered. Out of these two who is faithful to God? Its not about signing but delivering…eish!!!

  9. Who are these people so called Grand coalition? What powers do they have? How sure are they that those who have signed these contracts will fulfill the promise? Those who signed are just desperate for power they are not going to do anything. Anyway am just saying this but truth is that those who have signed cannot even win this election.
