Bill 10 debate postponed to a later date

Minister of Justice Given Lubinda has sought the house to defer the consideration of Bill 10 to a later date.

The move came shortly after Speaker of Parliament, Patrick Matibini ruled that debate on the controversial bill continues despite some of its clause still pending in court.

This follows a Point of Order raised by Mazabuka MP Garry Nkombo, before the adjournment of Parliament due to coronavirus.

Nkombo sought the Speaker’s ruling as to if it was lawful to debate a Bill whose clause is before the courts of law.

In his ruling, Matibini said the Constitutional Court has no power to impeach or question any Bill before Parliament and allowed the debate to carry on.

This saw UPND Parliamentarians walking out of the House.

Meanwhile, Lubinda sought postponement to the debate, the speaker granted leave and the house adjourned.
