Lusambo sends Civil Servants away

Chanoda Ngwira says as a Trade Unionist his take on the action by Lusaka Minister Bowman Chilosha Lusambo is that no Minister has powers to chase an employee in that manner.

Ngwira says:

“Firstly we must understand and know that civil service has guidelines, in this case, no one is vested with the power to chase an employee in that manner. Next time, the Minister should observe such bad behaviors of civil servants and allow the Permanent Secretary to engage heads of departments and or directors.

It is the duty of the Human Resources office with instructions from PS to put in measures to curb such bad habits by our civil service maybe through clocking in. Late comers will surely register their names and disciplinary procedures can start if there is no change on the part of the employee.

Note that chasing staff is contrary to the procedures in the civil service because the due process had not been followed.

It would interest you comrades that to know that no Minister has powers to write to Ministry of finance to dock salaries, maybe PS can do that, however, without a concluded disciplinary procedure, that can not be done.

In this instance, I pray that the Minister does not interfere with administrative things.. Let him continue with policy direction

NOTE: The idea is very good, however let the Permanent Secretary handle that!!”

  1. Very true. A minister is a political appointee. A Civil servant applied for the job and is employed by the Public Service Commission. A political appointee cannot therefore supervise a civil servant. A fellow civil servant (the PS) is the correct supervisor or line manager

  4. It is such nonsense from Ngwira that is responsible for the complacency and laziness of a Zambian worker – the desire to follow “procedure”. Useless. That is why it takes the army to bring sanity to your cities – because there are so many useless Ngwiraso
