Why Dr Miti is the right man for the job

In exercise of the powers vested in him by Article 176 of the Constitution of the Republic of Zambia, His Excellency, President Edgar Chagwa Lungu on June 27, 2019 appointed Dr. Simon Miti as Secretary to Cabinet.

The appointment of Dr. Miti is subject to ratification by the National Assembly.

Dr. Simon Miti has been appointed as the new Secretary to Cabinet replacing Dr. Roland Msiska who was recently retired.

In understanding the President’s rationale in appointing Dr. Simon Miti to this crucial position in Government, it is important to have a clear understanding of the appointee as well as the role he is expected to play as Secretary to Cabinet.

The civil service has three main functions: It advises the Government on policy. It helps prepare and draft new legislation and it helps the Government to run the country according to the legislation passed by the National Assembly.

In order for any country to move forward and achieve an effective and efficient service delivery system there is need to have a professional and dedicated civil service; a team of highly qualified and experienced professionals.This is exactly why President Edgar Lungu has appointed Dr Simon Miti to head the civil service as Secretary to Cabinet.

The Office of Secretary to Cabinet is established under Article 176 of the Constitution of Zambia and is responsible to the President for securing the general efficiency and effectiveness of the Public Service.

WHY DR. SIMON MITI IS THE RIGHT MAN FOR THE JOB

Dr. Simon Miti is a highly qualified and vastly experienced Zambian who has diligently and selflessly served this great country in various Government positions.

DR. MITI’S ACADEMIC QUALIFICATIONS

Dr Simon Miti holds various higher academic qualifications in specialised fields, including the following:
1. BSc (Human Biology) from the University of Zambia
2. MB.ChB from the University of Zambia
3. Master of Public Health from Leeds University
4. Master of Business Administration from the University of Glamorgan, UK.

DR. SIMON MITI’S PROFESSIONAL RECORD

Dr. Simon Miti has diligently served this country as a professional in various Government Ministries and Departments some of which include being Permanent Secretary in the following Ministries:
1. Ministry of Health from 2002 to 2009
2. Ministry of Science and Technology from 2009 to 2012
3. Office of the Vice President Parliamentary Business Division from 2012 to 2015
4. Ministry of National Planning from 2015 to 2017
5. Cabinet Office, Administration Division from 2017 to 2018.

He is currently serving as Principal Private Secretary at State House. Additionally, Dr. Simon Miti has served as District Director of Health, Director of Public Health, acted as Town Clerk for Ndola City Council, Executive Director for Ndola Central Hospital Management Board, Provincial Health Director, for the Copperbelt Province, Director Technical Support Services, Central Board of Health as well as acting as Director General for the Central Board of Health.

DR. MITI PASSES THE INTEGRITY TEST

In order to maintain highest levels of focus, discipline, transparency and accountability in the Civil Service, we need a Secretary to Cabinet whose character, judgement and record is sober, measured, mature and untainted.It is therefore important to note that Dr. Simon Miti has a very clean track record: he has never been cited by any Law Enforcement Agency in criminal proceedings or acts; he has never appeared in any court as an accused person in a criminal matter; he has never been under any investigations by any of our law enforcement agencies and he has never been tried or convicted by any competent court of justice.

The man is clean, sober, mature and extremely approachable.He passes the integrity test.It is important to explain clearly here that contrary to ignorant and false accusations being peddled by certain individuals, Dr. Simon Miti was never an accused person in the Kapoko Case. Dr. Miti was simply a key State Witness and he must be commended and not vilified for helping the court secure the conviction of Mr. Kapoko and others.

In 2011, President Michael Sata appointed Dr. Miti as Zambia’s Ambassador to Switzerland.It is worth noting that all senior appointees of Goverment undergo a due diligence process before they are confirmed. And in line with this procedure, President Micheal Sata revoked the appointment of Dr Simon Miti as Zambia’s Ambassador-Designate to Switzerland to allow for a due diligence process to be done on Dr. Miti before confirming him.

President Sata then directed the then Secretary to Cabinet, Dr. Joshua Kanganja to furnish him with a full report regarding Dr. Miti’s employment status in the Civil Service.

The President was later given a report which completely exonerated Dr. Simon Miti of any wrong doing prompting President Sata to appoint him as Permanent Secretary in the Office of the Vice President in charge of Parliamentary Business Division.

CONCLUSION

Dr. Simon Miti has an impeccable academic and professional record. With his vast experience, a clean professional track record and his focused, sober, mature and approachable demeanour, Dr. Simon Miti does qualify to hold the portfolio of Secretary to Cabinet.

  1. You left out the most vital information about Dr. Miti. He was the accomplice of then Ministry of Health Permanent Secretary Kashiwa Bulaya in plundering the ministry’s finances. Tell us how he has changed.

    • @Alex Chipulu. You are correct. No amount of laundering will clear Dr. Miti. In serious jurisdictions, Dr. Miti would either be in jail or be barred from holding high public office. But this is Zambia where we care more about titles, not integrity. We are in ‘maningi trouble’ as Dennis Liwewe would say.
