The UPND 10 Point Plan for Zambia

10 pointsThese are the 10 points election campaign promises by the opposition UPND for the August 11 general elections.

We need to debate these 1o points in the days ahead, not the size of crowds at rallies. Are they achievable? How shall we raise the revenues to finance the 10 points? As the devil is in the details, what are the specifics? What could be missing from the 10? That’s a healthy conversation to have. Oh, and please let us have the other list from PF When/if the other list is ready from the printer. Probably just ran out of toner, or paper just jammed. It happens…

  1. Wake up blind Zambians, read President lungu’s governance trends, Zambia is being styled after Zimbabwe & Uganda. Is that the type of governance that this nation is looking for? In those country, bribery is not a crime, in those countries influential people like chiefs. are bribed with expensive gifts to support the president, oppositions & the press are suppressed, they are in and out of prisons, government is not transparent, the president becomes so powerful that leadership can not be questioned. The resources of the country are looted & invested in foreign countries. Zimbabwe once a bread basket now are buy food from Zambia. To me president lungu is very canning just like Satan hiding behind church, yet his action are not godly & but people mistake this for humbleness, which is very dangerous. Zambia is about to loose her true democracy we have enjoyed for 25 yrs. When lungu will take root, you will see what I am talking about then it will be too late & very difficult like in the case of Mugabe to take him out.

    • The main problem I see with HH is that he is never clear and precise. We must differentiate between a plan and a mere desired outcome. A plan outlines the steps to be carried out, while a wish is simply stating the out come you want.
Everyone wants to do what HH wants to do, the questions how?
I have questions below for HH and his supporters:

      1. CREATE JOBS by establishing a supportive environment for business that promotes investment, trade, economic growth and diversification.
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU ESTABLISH THIS; WHAT ARE THE STEPS YOU WILL TAKE?

      2. REDUCE INEQUALITY by growing the economy with a Focus on lowering the cost of living, ensuring food security and increasing support for the disadvantaged.
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU GROW THE ECONOMY; WHAT ARE THE STEPS YOU WILL TAKE?

      3. EDUCATE AND EMPOWER youths by ensuring better access to education, supporting vocational training and facilitating top-class university education
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU ENSURE THOSE ASPECTS LISTED; WHAT ARE THE STEPS YOU WILL TAKE?

      4. ELECTRIFY ZAMBIA through better management of our existing facilities, diversifying our energy portfolio, managing our water reserves. And reducing the lead- time on key projects
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU BETTER MANAGE FACILITIES, DIVERSIFY, REDUCE LEAD-TIME ; WHAT ARE THE STEPS YOU WILL TAKE?

      5. IMPROVE Competitiveness and make it easier to do business by cutting red tape and improving trade and transport links
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU IMPROVE COMPETITIVENESS; WHAT ARE THE STEPS YOU WILL TAKE?

      6. CUT GOVERNMENT WASTE and invest the money saved into healthcare, education and other services.
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU CUT GOVERNMENT WASTE; WHAT ARE THE STEPS YOU WILL TAKE?

      7. AGRICULTURE DEVELOPMENT through a focus on productivity. Crop diversification and value-addition
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU FOCUS OF PRODUCTIVITY, DIVERSFICATION AND VALUE ADDITION; WHAT ARE THE STEPS YOU WILL TAKE?

      8. STABLE & CONSISTENT POLICIES as a long-term partner of business, and to attract investment and support the growth of local industry.
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL ENSURE CONSISTENCY (ESPECIALLY IN TIMES OF ECONOMIC TABULANCES); WHAT ARE THE STEPS YOU WILL TAKE? AND HOW WILL YOU CREATE A BALANCE BETWEEN CONSISTENCY AND RIGIDITY?

      9. A HEALTHY NATION through investment in disease prevention. Improved nutrition,
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU INVEST IN PREVENTION (BY DOING WHAT?); WHAT ARE THE STEPS YOU WILL TAKE?

      10. GOVERNANCE and the protection of the rule of law. rights and fr eedoms of all zambias as the as the foundation of our socio-economic develanment.
EVERYONE WANTS TO DO THIS BUT THE QUESTION IS:
HOW WILL YOU DO THIS; WHAT ARE THE STEPS YOU WILL TAKE?

      • That is the conversation to be had!! There is no problem asking the questions – they have laid out their stall: ask them by all means!!

By the same measure what questions will you ask those who haven’t even laid out their vision or who have already declared there is NO vision?

  2. What are the traits of a good good governance? 1.accountability 2. Responsible 3. ability to manage crisis 4. transparency 5. Rules by policy not by power 6. Up holds rule of law 7. Visionary 8. One that puts its citizens first above self, so that the citizens will proudly look them. Now how many marks out of the eight points I have raised, will you truthfully give to the PF governance?

  5. why do some politician write a lot of things which will later be abandon. I like what Micheal Sata did. He didnt want to confuse people with a lot of ideologies to read. All he said was MORE MONEY IN YOUR POCKET and people believed him

  6. Zambia is suffering from Lunguitis and Rbitis. The earlier we rid ourselves of these diseases the better for Zambia. Those singing praises for Lungu are also eating with him. Sadly he is winning because Zambians are easy to cheat. Just fold your hands and they will call you humble. Be warned however that Lungu’s mask of deception will fall when he gets a full 5 year mandate. Don’t cry when your economy becomes like that of Zimbabwe and Uganda! Why should you expect good from one whose best friends are hard core dictators who have failed their economies?

  7. PF will imitate this and try to improve it. Since 1996/2001 UPND has been providing manifestos and other parties have been duplicating. It is good they sketched it this way. PF has no manifesto that’s why they broke into UPND and NAREP offices. It was to look for some plans. The guys can’t think.

Please stop wasting time which you don’t have on your side by giving us so called 10 points. If you were serious you could have bomberded all radio stations with the details of the how you wish to improve the livelihood of the Zambian masses. 10 points mean nothing to the common man. What we want is people to explain in detail and people are allowed to phone in. That way people will make informed decisions. Please give detailed explanations otherwise you’re wasting time.

  12. Mr Unclear

    Details are there.
    HH is very clear.
It is not possible to outline in detail all the objectives, strategies, action/workplans and budgets at a campaign rally.
These are already done and will be further articulated when HH is President.

You are showing your ignorance here.
Just say you do not like HH.
It is normal not to like a person though not right.

  13. The ten point outline can not contain all the details. if you want details ask for the whole manifesto book. so that you read the how, when , where, when and by who.
