Tayali seeks compensation from State

Minister of Transport and Logistics Frank Tayali is seeking compensation from the State over the hypertension he suffered when a police officer attempted to shoot him whilst accompanying the then opposition leader Hakainde Hichilema to police force headquarters for questioning.

Tayali is demanding an award of damages for aggrevated assault that was allegedly inflicted on him by a police officer in 2020.

In a statement of claim filed before the Lusaka High Court by the United Party for National Development (UPND) Ndola Central Member of Parliament, said on December 23, 2020, an overzealous police officer physically assaulted him in Lusaka.

Tayali said that whilst Hichilema’s entourage was en-route to the police headquarters, police officers blocked the convoy at Cabinet Office.

Tayali said he stepped out of his vehicle, whilst waving his hands, to find out why the police had blocked all roads leading to police headquarters, but that to his surprise, the officer pointed an AK-47 riffle to his head, whilst threatening his his life, thereby instilling fear in him.

He said as a result of the assault, he suffered from hypertension, which was aggravated by the actions of the police officer.

” The plaintiff was placed in a state of fear because of violence, which was compounded
prior to incidents of police brutality and extra-judicial killings,” Tayali said.

Tayali said he experienced a near death experience, which was traumatic and
caused him great distress.
