Summary of what HH said at the UPND press briefing

UPND leader Hakainde Hichilema yesterday held a press briefing at the party secretariat in Lusaka.

Below is a summary of the issues raised and decisions made.

1. Political Violence:
The Patriotic Front is causing the violence.
Way Forward:
(A) The Electoral Commission of Zambia (ECZ) should end political violence by enforcing electoral laws. ECZ should disqualify violent parties like the Patriotic Front from participating in an election. For example, the PF invaded the nomination centre in Chilanga Constituency on nomination day. The PF also took over polling stations and beat up UPND polling agents on voting day.
The ECZ is fuelling conflict in Zambia by aiding the ruling PF.
(B) The ECZ should not accept results from polling stations whose results certificates or Gen 12 forms have not been authenticated or duly signed by polling agents .
(C) The law should be amended to prevent bye-elections arising from resignations, deaths, expulsions or other causes of vacancies for elective positions of Member of Parliament, Mayor, Council Chairman or Councillor. Instead, the political party holding the seat should fill the vacancy. A similar provision already exists in the case of a vacancy in the office of the Republican President. This will remove the motivation by the ruling party to induce bye elections as well as reduce costs associated with elections.
(D) There should be created a true and Independent Electoral Commission of Zambia. Commissioners sitting on the electoral commission should not be appointed by the President of the ruling party alone. The commissioners should be appointed by and represent the various stakeholders such as political parties, civil society organisations, the Church, and professional bodies.
(E) The bye elections for the Mayor of Lusaka and council chairpersons of other districts should be postponed to a later date to allow for a solution to be found for avoiding political violence during elections. If the ECZ proceeds with the bye elections, alot of people will die or get injured due to violence especially in Lusaka.

2. The Police and ZISS.
The Zambia Police , Zambia Intelligence and Security Service should act professionally. They are currently working under threats of dismissal by Edgar Lungu. They should refuse to carry out unlawful orders.

3. The Executive.
The Executive arm of government should end political violence. This is possible with political will. Former President Levy Patrick Mwanawasa ended political violence because of good leadership. The current President Edgar Lungu is failing deliberately because he is a beneficiary of political violence and lacks leadership . UPND will end political violence within 30 days of taking over government.

4. The Judiciary.
The Judiciary should be impartial to help restore democracy and the rule of law. PF cadres are currently getting away with murder in the criminal justice system. PF cadres are having a field day with the police and being treated as special cases by the prosecution under the DPP. Some courts are not helping matters by placing difficult bail conditions on opposition members while ruling party cadres are not subjected to the same conditions.

The UPND position is that the Church Mother Bodies should lead the dialogue process in Zambia. The Zambia Centre for Interparty Dialogue (ZCID) should handover the leadership of the dialogue process to the Church. ZCID has no capacity to lead and chair the dialogue process in Zambia. They can only provide secretarial services, if they insist.
President Hakainde Hichilema will not attend the Summit of Presidents being organised by the ZCID. HH is, however, ready and willing to meet Edgar Lungu under the Church leadership in broad daylight.

6. Fight in self-defence.
The public must defend themselves against PF violence. It is not an offence to fight back in self-defence. Citizens should not allow themselves to be beaten by PF cadres. The public should exercise citizens arrest on violent PF cadres.

The report by the FIC has exposed the corruption and looting of Zambia’s financial resources. The UPND supports the board, management and report of the FIC 100 percent. Only the corrupt àre against the FIC report. PF are against the FIC report because it is corrupt. The FIC submitted the report to law enforcement agencies 3 months ago but no action was taken. Similar reports in the past few years have also been ignored by the PF and it’s government.

The Way Forward on the FIC Report.
(a) Law enforcement agencies should commerce investigations and prosecute offenders immediately.
(b) PF should stop harassing FIC Board and Management.
(c) All the citizens must exercise “people power” and support the FIC. This is a non-partisan issue and all citizens must unite against corruption. Parliament, courts, students, civil society and the Church should unite and say no to corruption. Various stakeholders should notify the police to hold peaceful protests.
(d) The UPND Secretary General was instructed to immediately notify the police on the party’s intention to hold a peaceful demonstration.

  1. You always condemn every body given national responsibilities; judiciary, Police, ECZ, Chiefs, stakeholders,the list is endless just because they do not support your novice policies. You want all to be in your favour!! NOOOOOO MAN!
