Serenje Council Secretary in hot soup for misusing CDF

Serenje District Council Secretary Raphael Phiri has found himself in hot soup after he alleg abrogated the law by using equipment belonging to Muchinga Constituency to do road works in different Constituency without consent from the owners.

Muchinga Constituency area member of parliament Howard Kunda (pictured) has written to relevant authorities calling for disciplinary measures to be instituted towards the Raphael Phiri.

Kunda says the council secretary had exposed his incompetence by failing to understand the act that governs the usage of equipment bought using Constituency Development Funds.

He said with complete disregard of the law, the council secretary has been using Muchinga Constituency Grader to grade roads in Serenje Constituency without permission, or consent of the Muchinga Constituency Development Committee who are the owners of the equipment.
