Tuesday morning, March 3, 2015, contingent of heavily armed Police Officers surrounded the old and new Residence of Hichilema in Lusaka following a directive by President Edgar Lungu on Monday that the Police must probe the opposition Leader over his claim that he gets Intelligence briefings.

“This morning we have conducted searches at the UPND’s Secretariat where he has an office, his old residence in Kabulonga and at his residence in new Kasama,” confirmed Police Spokesperson Charity Munganga Chanda in a statement to Zambian Eye Tuesday morning.

Ms Munganga disclosed the search were part of the Police investigations into the matter in which the Daily Nation carried a story quoting Hichilema stating that he has been receiving intelligence information meant for the Republican President.

“Under the State Security Act Chapter 111 of the Laws of Zambia, it is an offence for any person to receive any information, article, note or any document knowing or having reasonable grounds to believe that such information was given out in contravention of the provisions of the Act,” she said.

The Police Spokesperson says Act further provides that it is an offence for any person to communicate classified information to persons other than to whom he is authorized to communicate.

“We are also warning civil servants and persons who may be privileged to come across Classified Information and have a tendency of communicating such information to unauthorized persons that they will be arrested and prosecuted according to the provisions of the Law,” Ms Munganga said.

She says the Zambia Police will also work with Government Departments and other Security Institutions to ensure that any breach of the Law with regards to communication of Classified Information is quickly reported.
