President Edgar Lungu has fired Minister of Community Development and Social Services Emerine Kabanshi with immediate effect.

This follows damaging revelations of financial impropriety involving over US$4 million donor funds meant for the social cash transfer scheme that has prompted Britain, Finland, Sweden and Ireland to withhold funding to Zambia.

And President Lungu has fired Zampost boss McPherson Chanda over the same scandal.

Zampost was contracted by the Minister of Community Development and Social Services to disburse the social cash transfer funds to needy families countrywide but an investigate report revealed that Zampost diverted $4.3 million to purchase motor vehicles. This was done without authority or consent especially from the donors.

Government had initially rubbished the report by UK-based publication Africa Confidential but were forced to backtrack after British High Commissioner to Zambia Fergus Cochrane-Dyet confirmed via Twitter on Monday that his country had frozen all bilateral aid to Zambia due to suspected corruption.

According to a State House-run Facebook page Smart Eagles, President Lungu has ordered for the immediate clean-up of the Ministry of Community Development and social Services and the Ministry of Transport and Communications, particularly Zampost.

The President has also met with heads of investigative wings; Drug Enforcement Commission (DEC) and the Anti-Corruption commission to inform them of the administrative changes that he has made.

Lungu expects the two wings to quickly constitute a speedy criminal investigation to establish whether there was criminal liability over the social cash transfer.

He has further ordered the Secretary to Cabinet to ensure effective coordination among government departments.

  3. ubomba mwiibala alya mwiibala. this is what happens when you involve a lot of women in leadership position
tabaishiba ukwiba they still a lot at once, just like a bemba proverb says ” ubupupu bwamwanakashi uwisha ichalo’ or “the corruption of a woman brings down the Nation” this proves that female spices are more wicked e.g a witch, female mosquito, lioness, Emerine, Dora etc. now imagine if 50% were in parliament or in government leadership… always it has to take the president to institute the investigations where is the Anti-corruption commission? whatever action you take now its too late. lets go back to the GA’s report and also the procurement of fire engines. so you lied to the all nation and the world when you said the there is no corruption in your government, last month your minister showed us how the police(civil Servant) are corrupt now the its the minister. who is next?
