It’s just another case of ‘ubomba mwibala’ – UPND

The UPND says the case of the four traffic cops caught receiving bribes from motorists is a purely “ubomba mwibala alya mwibala case.”

Lusaka Province Minister Bowman Lusambo yesterday ambushed the four officers who had mounted an illegal roadblock along Mungwi Road and found them with over K2,000 they had collected from motorists without issuing receipts.

The four officers namely: Sergeant Laban Bwalya, Sergeant Charity Zuze, Constable Moses Chiinga and Constable Chibesa Mukeya have since placed on suspension pending investigations while Lusambo has become the toast of the town.

But the UPND says while Lusambo’s actions deserve commendation, what the four officers did is nothing compared to the “grand corruption” taking place in President Edgar Lungu’s government.

“The corrupt case of the Zambia Police officers caught receiving bribes from motorists is purely ‘ubomba mwibala alya mwibala case,'” says UPND media director Ruth Dante.

“This is how most citizens translated the saying but others said No,No that was not what it meant. If not how then do you describe the traffic Officers police petty corruption saga.

“We strongly condemn the traffic officers for collecting bribes as for Mr Bowman Lusambo we say there is more he can do if he is serious in the fight against corruption because former PF Ministers Chishimba Kambwili and Harry Kalaba has several times hinted on the grand corruption in government but nothing has been done.

Dante says reports of corruption have also been reported by the Financial Investigation Center and the Auditor General but nothing has been done.

“Whilst we commend what Mr Lusambo has done,It is difficult to appreciate him because corruption is almost everywhere in roads, contracts, supply of medical drugs yet nothing has been done.

“Just recently Commuters Rights Association of Zambia (CRAZ) President, Aaron Kamuti advised government to shake up the Zambia Police Traffic Division because there were too many corrupt officers manning checkpoints and parading in the streets to waylay motorists and syphon money from them (daily Nation 04. 07. 2018)but as in their usual style,the PF government paid no attention to him.

“There was a report of the survey which was jointly conducted by the Anti Corruption-Commission and Transparency International Zambia, between 2014 and 2017 dubbed Zambia Bribe Payers Index (ZBPI) survey which ranked the Zambia Police Service particularly the traffic department as the most corrupt among public institutions in the country but government did nothing about it.”

She says Lusambo would make a meaningful impact if he also went into the markets and bus stations to catch cadres illegally collecting money from traders and drivers.

“This also calls on your government to act on all grand corrupt cases as reported by citizens including your own members,only then shall we maybe describe such as efforts to eradicate corruption.

“Zambia has been named 6th Corrupt Countries in the world on the PricewaterhouseCoopers (PwC)’s 2018 Global Economic Crime and Fraud Survey which has worsened since PF and its President Lungu came to power.”

Dante charged that Zambia under the Patriotic Front has become one of the most corrupt and hungriest nations in the world.

“This serves as a wake up call for all citizens to save their motherland Zambia by bringing the UPND quality leadership that will restore the country’s lost glory and make life better for its citizens.”
