The ruling party, Patriotic Front (PF) has accused opposition leader Hakainde Hichilema (HH) of inciting Zambians to rise against the Chinese Nationals in the country.

And the PF has appealed to the International community and Human rights bodies to take an interest in HH and what they call a clique of some foreign funded NGOs who are issuing inflammatory statements against the Chinese Nationals.

PF Media Director Sunday Chanda has made an appeal in an article below today, Sunday, 16th September 2018.

APPEAL TO INTERNATIONAL HUMAN RIGHTS BODIES TO TAKE INTEREST IN THE XENOPHOBIC SEEDS BEING PLANTED THROUGH THE HATE SPEECH OF SOME OPPOSITION PARTIES AND SOME EXTERNALLY FUNDED CSOs*

By Sunday Chilufya Chanda

Zambia has historically been a haven of peace for multitudes of displaced peoples and refugees fleeing conflicts in various neighbouring countries and beyond.

We have also co-existed peacefully within our borders with nationals of various countries from across the world to the extent that many of our erstwhile alien brothers and sisters have become Zambian citizens by birth or naturalisation.

Sadly, the decades old internal harmony with foreign nationals that has prevailed since independence is now severely at risk.

Our nation has recently witnessed an unprecedented systematic campaign of hate speech and a sudden spike in xenophobic statements targeted at Chinese nationals.

These attacks are being orchestrated by a few opposition leaders and a small clique of externally funded Civil Society organisations.

The tone of UPND leader Mr Hakainde Hichilema’s adverts on a private television station in which he calls upon Zambians to ‘Rise up against the Chinese and take back our land” has chilling similarities with the inflammatory narrative that preceded the genocide in Rwanda when chauvinist Hutu newspapers, magazines, and radio programs “reminded” readers and listeners that Hutus were the original occupants of the Great Lakes region and that Tutsis were Nilotics from Ethiopia. We wonder if Mr. Hichilema would have made a similar appeal at the height of Zambia’s Privatisation process in which the country’s assets were sold for a song while those entrusted with administering the exercise ended up becoming new owners of sold public assets?

Mr Hichilema’s invectives also give a blood curdling reminder of the type of language that was used before the 2008 Xenophobic horrors in South Africa. It began with a prejudiced section of community leaders and influencers trying to justify a “rising up” by portraying African entrepreneurs and business from other African countries as leeches sucking South African jobs and other opportunities.

Thousands if not hundreds of black Africans from other nations on the continent were systematically raped, maimed and others murdered, as they were viewed as parasites stealing everything from the natives including land and local women.

The UPND leader’s loose talk against the Chinese, just like his NDC counterpart Chishimba Kambwili is also the kind that rolled off the tongue of Adolf Hitler in Nazi Germany when besides morbidly championing the superiority of “an Aryan Race” he charismatically depicted the Jews as weeds that were out to choke other races out of their prosperity, and that they therefore needed to be exterminated.

It is widely observed that the Jewish Holocaust has become the paradigm against which more recent genocides, such as those mentioned above (including Bosnia) have been considered.

They all have one thing in common: they typically began with the rhetoric of hate. It is the kind of narrative that the two Opposition leaders and a small section of western funded CSOs are currently promoting when they incite ordinary citizens to become participants (directly and indirectly) in the wholesale persecution of the Chinese Community in Zambia. They want Zambians to join them in drinking from cup of xenophobia.

We question why certain western countries should fund CSOs at the fore of championing crimes of such heinous proportions as xenophobia, in Zambia.

These CSOs constitute an odious cast with some leaders of the opposition – who have hitherto been dithering and nervously biting their fingernails regarding revelations that they are being funded by Taiwan.

UPND’s systematic fabrication of anti-Chinese fake news through the manipulation of fake news generators that mimic western TV stations is designed to evoke scorn and contempt against Chinese nationals based on nothing but the fact that they’re Chinese.(These fake westernnews applications are awash on the internet at a minimal cost).

The UPND and some CSO’s desperation is steeped in bile and it has the potential to trigger a human disaster of seismic proportions that would send ghastly ripples tremors of conflict nationally regionally and globally.

UPND’s desperate indiscretions are getting out of hand. For the sake of humanity, they should not be taken lightly.

We challenge Mr Hakainde Hichilema and National Democratic Congress( NDC) “Consultant” Honourable Chishimba Kambwili to come clean on their individual ties with Taipei’s international agenda to discredit the People’s Republic of China’s distinguished works and goodwill in Africa.

We particularly appeal to respectable local and International Human Rights organisations to take an interest in how Mr Hakainde Hichilema, Honourable Chishimba Kambwili and a small clique of CSOs are igniting fires of hate and stoking xenophobic flames against the Chinese in a reckless abuse freedom of speech and democracy.

We are now in possession of the names of four Zambian ghost writers that have been spreading malicious falsehood through the disreputable publication “Africa Confidential”. Their goal has been to ride on the misconception of the perceived believability of western media and the mistaken notion of the gullibility of Zambians. The goal of these scandalous scribes has been to spread anarchy in Zambia and to instil panic by creating a false impression that the nations affairs are out of control. We shall unmask them in due course because while we celebrate freedom of expression, these four individuals are purveyors of lies and deliberate misrepresentation against their own country. They will surely be exposed and made to account for maliciously discrediting Zambia through the seedy publication that is Africa’s Con.

Throughout history, the hateful rhetoric that has preceded acts of genocide and xenophobia has invariably seemed mundane until things have suddenly and rapidly blown out of control.

A few careless tongues can cost millions of lives.

Now is the time to nip it in the bud.

A stitch in time saves nine; prevention is better than cure.

  1. To the contrary,I think it is hunger, poverty and no money in people’s pockets that may motivate Zambians to rise against the PF Government Mr Chandra and not HH. Accept reality Mr Chandra. The 3 items I have mentioned above will be blamed if Zambians rise against the Government. Ask Dr. Kaunda what happened in 1990 maybe you were Abroad then studying.

    • I can also show you that America has a bigger impact. Just close your eyes and think. You are on Internet posting your thoughts hey, Internet is American. You are using your phone made in China but using Android which is American. You are using a lenovo/Apple computer made in China but using Microsoft/Marc operating systems, they are American. You are flying or on the sea using the GPS to know where you are going, Its American. You are importing whatever from wherever using US Dollar, its American. What a World.

  5. HH has been interviewed about borrowing , what he doesnt like is zambia getting loans from china but he would like to promote IMF loans.I wonder if there is evidence enough that zambia is borrowing from china for consumption, to the best of my knowledge about zambia’s borrowing is for infrastructure building which I do believe is a noble thing to do. Without infrastructure building you cannot expect any meaningful development.
China is a better nation to borrow from as they are more sincere than the western loans which don’t promote your freedom to utilise the loans.
Their loans come with painful strings which dont promote your freedom of choice.

    • China gives ‘unconditional’ loans, which PF has stolen and used recklessly. Poorly constructed roads and other stupid infrastructure projects are far from noble. They are downright corrupt and only benefit the people who agree to substandard products because they are more interested in stealing the money.
Additionally, China gives absolutely nothing for free. While they don’t care how the country spends the money, and put no conditions, they do put one GREAT condition: collateral. They own you. When you fail to pay, they will collect the assets you put as collateral for the loan. Like ZESCO or ZNBC or whatever it is. If you can’t see how bad this is for the country, well . . .
