HH exposes secret document on ‘poorly negotiated sale’ of NRDC

United Party for National Development (UPND) leader Hakainde Hichilema has exposed a well-guarded secret sale of the Natural Resource Development College (NRDC) by the government of Zambia to AVIC International.

Hichilema told journalists at a media conference on Sunday that the PF through Ministry of Agriculture permanent Secretary Julius Shawa sold the 304 hectare NRDC land through an asset-to-asset swap with AVIC International, a Chinese construction company that has been awarded numerous contracts by the Zambian government.

According to Hichilema, the Zambian government entered in a Memorandum of Understanding with AVIC International on May 29th, 2017.

“Julius Shawa, permanent secretary signed the sale agreement on behalf of the Zambian government while a representative from AVIC signed in Chinese language. This is how dull and disorganised this government can be. How do you allow the signing of an important document in a language you least understand? What if they turn around and say it’s not us that signed?” he asked.

Hichilema regretted the distortion in the contract of sale which he said was irregular.

“When one considers the location where the land being sold is located, it is safe to say, the government gave away land to for Free to AVIC international because NRDC is on prime land and very expensive when you covert it into cash.”

He added that, the prime land on which NRDC is situated cannot be compared to traditional land in Shibuyunji district where the proposed new NRDC will be constructed.

He said it was unfortunate, that the PS in the ministry of agriculture decided to lie when the UPND wrote to him demanding the halt to the sell NRDC.

“When we wrote a demand letter, the PS replied that the government is not selling NRDC. But the MoU in our possession of which confirm the sale via a swap to AVIC betrays the PS in the ministry of Agriculture.”

Hichilema indicated NRDC is not the only national asset that the PF has placed on sale.

“There are many other asserts this government has sold and others that are still at negotiation level but UPND will not let the PF government to sale all the national asserts.

“For a start, I have directed the Secretary General to write back to Mr. Shawa to explain why he denied the presence of a sale agreement when the UPND earlier wrote to him urging him to reverse the sale.

He warned Shawa of serious consequences should he insist to be used by the PF in the sale of key national institutions against the wishes of the majority Zambians and added that the UPND will conduct a forensic audit of all state property on behalf of Zambians with anyone found wanting dealt with.

He revealed that the UPND is now working towards obtaining the documentation on the sale of Chimbokaila correctional facility and other state properties through his international connections.

About 1,400 PF members which included bus drivers in Lusaka defected to the UPND at a ceremony attended by Hichilema, his vice Geoffrey Bwalya Mwamba, National Chairman Mutale Nalumango, Lusaka provincial chairman Obvious Mwaliteta, Mazabuka Central MP Garry Nkombo and his Chikankata counterpart, Kabwe Mwiinga.
