Veteran Politician Akashashambtwa Mbikusita Lewanika says UPND leader Hakainde Hichilema can campiagn, but should not use the Barotseland issue as doormat to State House.

Lewanika populaly known as Aka who is from the Lozi Royal family has charged that the Barotseland issue has been used before just help people win elections thereafter turn their back

He has urged the people of Western province not to entertain politicians just after using them through the Barotseland issue.

“I pray that we shall not continue to entertain campaigners for personal or partisan political offices to playing and cheating over Barotseland.  Aka or no aka, someone has responded that “Barotseland should not be used as a doormat for entry into Zambia’s State House.”— This is my prayer; I do not purport to command how/whether it is answer,” Aka said in a statement to Zambian Eye, Thursday, June 19, 2014.

YES TO HH CAMPAIGN, BUT NO TO BAROTSELAND ISSUE AS ZAMBIAN ELECTION DOOR MAT

The reported response to statement on my facebook page neither addresses nor disagrees with the issue I  raised.  Instead, it restates the usual personal attacks and misrepresentation of what is said.  Mr. Hakainde Hichilema and UPND has my good wished in the Zambian election campaign.  But let restate the issues points I raised, whose message is simply that the Barotseland issue is too serious to continue being used as a Zambian election door mat.

  1. I pray that we shall not continue to entertain campaigners for personal or partisan political offices to playing and cheating over Barotseland.  Aka or no aka, someone has responded that “Barotseland should not be used as a doormat for entry into Zambia’s State House.”— This is my prayer; I do not purport to command how/whether it is answer. This is up Barotse people, authorities and organisations, who have own representatives, and among whom I do not count myself.
  2. During the run up to President Kaunda taking over as Zambia’s Prime Minister-cum-President and UNIP forming government, they signed the Barotseland Agreement 1964, only to abrogate and dishonestly condemn it.  Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it
  3. During 1991 presidential and parliamentary election campaign President Kenneth Kaunda promised (in a formal letter to the Litunga Yeta the Fourth) to solve the Barotseland issue and even pay for Barotse Government lawyers, but only to continue criminalizing even speaking about the Agreement.   Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it
  4. During the 2011 elections President Michael Sata promised (in public rally and mass media) to restore the Barotseland, Agreement, only to contemptuously renegade and turn Barotseland into an armed police state with never ending arrests and judicial terrorism against even children.  Aka or no Aka this is a statement of fact, and proof of it is available and it is condemnable! Therefore, is stand by it
  5. Now, during the already set electioneering and in the midst of chaos caused by taxi drivers offered free fuel by a campaigning presidential candidate and his political party, it is reported that there is campaign promise to solve the Barotseland issue!! Of this statement it was reported, subject to confirmation, that a presidential candidate and his political party, it is reported that there is campaign promise to solve the Barotseland issue.  I did not in my statement name the presidential candidate or the political party – because there was a possibility that the reports may not have been accurate.

But, as it is said, “Impila ya Mushi…..!” (Unless one is the addressee, one does not answer to public address accusations!)  Now, the Barotse Post has since posted that “Zambia’s United Party for National Development president Hakainde Hichilema is reported to have … promised to find a lasting solution to the Barotseland question when UPND and forms government in 2016 if elected in the Zambian presidential and general election”  And the open letter addressed to me has stated that “there is nothing wrong with Mr. Hichilema stating that a long lasting solution should be found for the people of western province”

I agree, just as I agree with anyone stating that a long lasting solution should be found for the people of Palestine or for people living with cancer.  My concern is with the reported statement that this lasting solution is for “when UNDP forms government in 2016 if elected in the Zambian presidential and general election.”  On my part, the statement is alright if it is honestly not tied to anyone being voted to form government or winning election, and not a forked hook for fishing Barotse votes.

  2. Mr.AKA,I think you are a sober politician.If I may ask you,Did HH actually make a firm commitment to solving the Barotse issue like KK AND Sata or did or did he promise to look into that issue?Am sure those are 2 different issues.
    You are a pf senior member isn’t?What have you done so far on this issue.It’s your party that made a frim commitment.
    Aren’t you a founding MMD party member?What advise did offer the previous govt concerning the Barotse agreement?

  3. Aka is also playing to the gallery. Why does he want to appear to be a champion of the Lozi cause when he did nothing while serving in the MMD government during the Chiluba and Banda regimes?

  4. UPND or any party cannot solve the Barotse issue today and can only solve it when in power. So HH or UPND is not wrong to say they will find a long lasting solution once voted in power. Why can’t Aka declare himself chief Linyungandambo as Sata declared himself once. Why has he been quiet about Sata’s disnohonoring of his promise to honor the BA 64 after election? Why only now that UPND is saying that they have a solution to westgern province’s problem No. 1? Is he paid by the PF to say this as he is reportedly lokking for a job in PF? Is is he just confused? Maybe after all he is right that no one should use this as a camopaign gimic and only ignore it after election. But for real, UPND is committed and will find a lasting and fair solution to this problem. It is not donchi kubeba.

    • Frank, you are right. The Barotseland question is a political issue. Give its importance, only a head of state can do something progressive in either honouring it or finding ‘a lasting solution’ as reported. It is therefore wrong for Aka to say that politicians should not say anything about the Barotse agreement during their political mobilisation activities. While it is true that many politicians have used it to get votes and later dumped the agenda, it is also true that it is from this category of politicians where one day, a president willing to solve the issue will come from. I particularly like the way HH put it, “finding a lasting solution”. A lasting solution is arrived at through honest debate, participatory process and willingness to arrive at a fair conclusion. This is what we all need.

    • I find such blogs hard to beleive!…you shall always remain doormats for other regions if you toll this kind of thinking!…there is nothing wrong with Aka warning you that it should not happen again that you be tricked into voting for someone on the promise of restoring the BA64!…this issue is deeper than you think!…why do you think KK, FTJ,RB and now Sata all DID NOTHING about it?…kupwalala, mwanya I will also form a party and promise you that I will restore the BA64 kanshi!…utulo ba guy!

  5. ENOUGH IS ENOUGH WITH HH, UPND AND THE ELIAS CHIPIMO EDITH NAWAKWI BRAZIL TRIP
    Imwe Ba UPND Cadres ndimwe mbuzi maningi. Why is Elias Chipimo Jr and Edith Nawakwi trip to Brazil with Sata still an issue when there are better things to discuss in Zambia than that? Is it the first time a President has taken members from the opposition on National Duty? You seem to be so backward.
    For ECJ and Edith it was a one night stand but you and your HH were married to Sata and PF. If the RIO, Brazil trip had to do with the Animal Husbandry, HH would have been the one to go to Brazil. The BIO Energy summit in Brazil fitted ECJ and Nawakwi.
    But as for you, you were married to PF and Sata and even conceived together and then you were divorced. DIVORCE ibaba. Its you who are bitter because you were divorced by Sata and PF.
    PF was formed after UPND and it has taken over UPND. So again, HH is very scared that NAREP which was formed recently is overtaking him.
    Anderson Kambela Mazoka worked hard to build UPND which HH and yourselves have destroyed. Consider this downfall in Presidential elections and the performance of your President, in 2001, AKM got 27% against LPM’s 28%. HH came in and in 2006 he got 25%, in 2008 he got 22%. In 2011 he got 18%. So logic here, is HH growing or dying? Can the tribalist HH win 2016 without Copperbelt which has totally rejected him? You people will die of shock in 2016.

Ask BY, GBM and Austine Chewe. Muzafwa na shock imwe ba mambala. Stop lying to HH.
    People don’t hate UPND because of tribe, no. Remember Mazoka’s election was stolen from him. People don’t like the BITTER man leading UPND. HH has caused misery on the miners when he sold the Mines at a give-away price to enrich himself and you expect Copperbelt to vote for him, DREAM ON.

    • Why didn’t you post this as an article on its own instead of using a post from Aka which has nothing to do with your issues? This is the upside down kind of thing that had destroyed many people. Yours is an irrelevant issue to the subject matter. I doubt if you went beyond Grade 9 and if you did, you were one of those who were just being pushed to get where you ended. No isikulu.

HH went to western to visit his party structures not to talk about the barotseland issues there. to accuse him by aka in that manner was a total misrepresentation of the waste kind. he has never in all his speeches promised its restoration. it is also important not ignore that someone out of his will in 2011 promised people of barotseland that. so do not blame westerners but him
