HH and UPND true lies ( When the heart lies to the mouth)

Hakainde Hichilema the presidential candidate for the UPND says he plans to scrap some constitutional positions of Provincial and Deputy Ministers. “We shall remove Provincial Ministers and Deputy Minister to serve money and channel that money towards free education upto University”.

In the promised and widely released draft Zambian Constitution, these positions are Constitutional as provided in the draft constitution as follows

“147. (1) when an appointment to an office to be made by the President is expressed by a provision of this Constitution to be subject to ratification by the National Assembly, the National Assembly shall not unreasonably refuse or delay the ratification.

153. (1) The President shall, subject to ratification of the National Assembly, appoint not more than eighteen Deputy Ministers.

156. (1) The President shall appoint a Provincial Minister, who is a Cabinet Minister, for each province.”

Would UPND and HH redo the draft constitution to provide for non-existance of provincial and deputy ministers? I ask this because the current draft is what is current the will of the people, it is what people want, and UPND and HH will go against it, by whatever unknown way/s.

Are UPND and HH lying in their promises about release of draft constitution for adoption in the event they went into power? The release of the draft and the promises they are making are different. They can only, with some law technical help, only work without provincial and deputy ministers using the current constitution. So what are they saying?
