Constitutional Amendment Technical Committee begins nationwide consultations
The Constitutional Amendment Technical Committee has started its countrywide consultation exercise today promising an all inclusive process.
Vice chairperson and spokesperson for the committee, Landilani Banda said it is true that that the consultations have began and disclosed that a functional website has been formally established for citizens to send their submissions including those in the diaspora.
These sittings have started in Northern, North-Western, Central, Eastern, and Western Provinces from today October 30, 2025, then go to Muchinga, Southern, Copperbelt, and Luapula Provinces from November 3 to November 6, 2025.
The sittings will conclude in Lusaka from November 10 to 13.
Following the conclusion, a final report will be completed on November 16 and officially handed over on November 26, 2025.
“We have formerly established a functional website through which every Zambian, including those abroad, can submit their views.”
“The website is up and running ready for the people of Zambia to give their submissions,” he said while speaking on ZNBC’s Sunday Interview yesterday.
Dr Banda said full details on how citizens at home and abroad can use the online platform will be communicated through media adverts soon.
The Constitutional Amendment Technical Committee, recently appointed by President Hakainde Hichilema and chaired by retired Supreme Court Judge Christopher Mushabati, aims to gather views on specific terms of reference related to amend the constitution so as to strengthen governance, accountability, and inclusivity.
Dr Banda stressed that the committee’s main goal is to go around the country, to the provinces and districts, to listen to people’s views across the country, ensuring the country’s governance structures evolve in line with popular requirements.
He said in order to facilitate this, the committee has adopted a multi-faceted approach to public engagement.
These include; physical sittings at the provincial level, virtual meetings for district-level participation to ensure broader availability, and the new online submission portal.
Dr Banda added that advertisements have been made through community radio stations and media houses in respective areas indicating where citizens can go to give their submissions.
Meanwhile, Dr Banda further explained that in keeping up with public and traditional protocol, the commission’s consultations will begin with traditional leaders in each chiefdom.
“We will start with courtesy calls on traditional and provincial leadership before moving on to admit submissions from the general public,” Dr Banda stated.
Banda appealed to citizens to take an active part in the process, describing it as a rare occasion for Zambians to shape the supreme law of their land. -Kalemba
