President of Zambia and leader of the ruling Patriotic Front (PF) misled himself over the Barotseland Agreement 1964 (BA’64) when answering press queries in Mungu town of Barotseland yesterday, Wednesday 27th April 2016, on his first ‘inspection’ tour of Zambian projects in the contested territory.

Knowing the huge amount of money (millions of pounds) accrued over a period of half a century that Zambia owes Barotseland, Lungu should be informed that in fact the Barotse consider such projects as mere bilateral ‘donations’ or ‘reparations’.

However, in his insinuations over the BA’64, Lungu has publicly proved that although he claims to be an expert at Law, he actually has very little understanding of the 1964 Agreement. It is disgraceful for the head of a country to display such indescribable ignorance over the issue which is well documented and in public domain, both in Barotseland and Zambia.

In his quest to water down the thorny issue of Barotseland, he claimed that it is a matter only for himself, an outgoing president of Zambia, and his newly found friend, Imwiko Lubosi II, as the two are current holders of the two offices which were signatories to the BA’64.

This is totally unfortunate misinformation coming from the head of state, and if as president he exhibits such ignorance over the matter, what more the people he leads? Lungu’s misdirected opinion represents the level of understanding his cabinet and government has over the BA’64.


The Litunga, Sir Mwanawina III, K.B.E, signed the agreement on behalf of the institution (Litungaship), the heirs, in-council and the people of Barotseland just like the agreement plainly states.

One wonders where Lungu’s Barotse Royal Establishment (BRE) and office of the president of Zambia were by then. Maybe his cabinet could have the answer to it!

In reality, Zambia was only five months away from existence. As for the office of the prime minister of Northern Rhodesia, Kenneth Kaunda signed on behalf of the Northern Rhodesia government, while the Litunga signed for and on behalf of the Barotseland protectorate, and not for the so-called ‘Western province’.

Let Lungu also bear in mind that the three countries of Northern Rhodesia, Barotseland and Britain each had two signatories as witnesses. The Litunga of Barotseland and his Ngambela signed on behalf of Barotseland as mentioned earlier, Northern Rhodesia Prime minister and the Governor at the time signed on behalf of Northern Rhodesia while Britain was represented by the Secretary of State for Commonwealth Relations and Colonies.


The Litunga of Barotseland does not act according to his will on issues of Barotseland but it is the Barotse National Council (BNC) which has mandate of policy making. Lungu confused the governance system of Barotseland, a kingdom, to that of a political nature of the Republic of Zambia where he, as president, holds EXECUTIVE powers as the head of state.

Contrary, in Barotseland, the Litunga does not possess EXECUTIVE powers; the powers are with the people through PIZO (BNC). The Litungaship is largely ceremonial. Many kingdoms the world over, including the United Kingdom of Great Britain and Northern Ireland, are governed similarly. We’re not saying the Litunga is not a legitimate head over Barotseland but merely stating the fact that Barotseland is not a TOTAL monarchy. It has never been, and Lungu is not about to make it one.

He further misdirected himself over the Barotse Royal Establishment (BRE) as to him BRE is Limulunga palace.

We therefore, advise Mr. Lungu to study and acquaint himself with what really constitutes the Barotse royal authority (BRA) which was watered down by Kenneth Kaunda to the current BRE, after stripping it of its power. In reality, its structure starts from the village Headman (muña muzi), Silalo Induna, district Kutas, right up to Namuso KUTA at Limulunga. When these all meet and pass a resolution, it is when it can rightly be referred to as a BRE resolution, not Lubosi Imwiko II and his three favorite indunas, now infamously known as ‘The Three Iscariots’ named after the treacherous Judas Iscariot who is recorded to have betrayed the LORD Jesus over three pieces of silver.

The Litunga, therefore, has no command of the PEOPLE, but rather the NGAMBELA (Prime Minister) who heads NAMUSO (government), and it is an established NORM that the Ngambela cannot betray his people as a representative of the governance of the monarch.


President Lungu has got it all wrong and his misinformation cannot and WILL NOT drift the people of Barotseland away from their RESOLVE for Barotseland self-determination as expressed through the Barotse National Council (BNC) resolutions of March 2012, which were blessed and assented to (as tradition demands) by Lubosi Imwiko II as Litunga (King) of Barotseland. The 2012 BNC was attended and represented by all the Kutas, and by both royals and commoners.

Further, Lungu’s poorly attended welcome (save for Zambian government workers, security and crowds transported from Lusaka) in Mungu on Wednesday 27th April should be an indictment and indication that the people of Barotseland are no longer lured by clandestine political development projects and unending BA’64 promises and ‘prophesies’, but rather they are ONLY interested in Barotseland’s sovereignty.

As far as things stand, the PEOPLE of Barotseland have already declared independence and are now only waiting for Barotseland’s total independence actualization processes which are underway, such as resource mobilization, lobbying for diplomatic relations with other independent states, legal processes at the ICJ, finalizing of local governance acts, building up of security wings, investments, and many others too numerous to outline.

Therefore, let the outgoing president of Zambia, Edgar Changwa Lungu, continue living in the fallacy of his opinion while the people of Barotseland are well progressing towards the final act of independence actualization.

You are confusing yourself and the people!You are learned and on this matter you education is clouded by selfishness,greed and power to blind the people of Western province.Whether the Litunga is just ceremonial or not he represents the people of that province.since he represents the people of western province all negotiations should go through him and he can then delegate to what you call PIZO.Even if PIZO could handle the issue directly it can not pass any formal judgement without first consulting the Litunga.These are traditional matters and we know how these matters are dealt with according to traditional customs and for that matter african customs.Am not Lozi but you three so called gentlemen are not acting in the best interest of the people of western province or of the Zambian people.Evaluate your small brains which you cheat yourself as educated men especially you mr AKA.

    • Kapelwa, you don’t get it that the Litunga is a PF cadre today. How does he represent the people of Barotseland that way? The people of Barotseland should advocate for an arrangement like the Zanzibar one. After all, government will be decentralised and will have provincial governments. Leaders of provincial governments will be more powerful than the state president whose job will only to fly around the world making allowances. The real economy will be in the hands of provincial leaders.

  2. Wow! You have really told him off bo ndate’s. ………outgoing president……. kikikikikiki. It is tulu. But please help us to actualise this outgoing of Lungu thing on August 11. What Pf want is to create anger in the hearts of Lozis now that it is toward election so that Lozis can advocate for ignoring the election and absconding from voting. This would benefit the PF because that is a UPND stronghold and there are very few people who will vote for PF in western province (apart from obviously Lubosi Imwiko II and his famous ‘Three Iscariots’).

  3. Akashambatwa Mbikusita Lewanika formed the political party called Agenda for Zambia which was deregistered when he was appointed as Managing Director of TAZARA. He has sunk so low to compare traditional administration arrangements that exist in all tribes as if Lozis are more organised. Lozis when no longer getting cash in Government resort to a non-starter issue Baroseland. This is the poorest land in the world (and it is a fact because deserts are poor lands) and the people who live on it are very people because it is desert. It is a thick sandy land and agriculturally dead. Other politicians who after they are no longer officials of the Zambian Government who have resorted to Barose are Clement Munyinda and William Harrington. Lozis only talk about Barose when hunger sets in and it quickly sets in because agriculture is only cassava .Other tribes in the province will not allow you nosense.

    • Jean, if there’s nothing in Barotseland, then why can’t Zambia let go? We are equally married to all nationalities around the globe. It is their land whether rich or poor. At least they want their land unlike you who is seated somewhere on a PC in a white man’s land after learning to type. By the way the Lozi kingdom was the only one given a protectorate status by the British government of all kingdoms in Zambia. Why? They were more organised until you Congolese dominated over them. By the way, if were Lozi, no one would touch me over Barotseland.

    what aka has written thats all what we know all Lozis. That Litunga he has nothing to do with BA’64 so let Chagwa know the TRUTH ablt BA’64 & give an APPOLOGH to people he rule in Zambia and people of Barotseland will may forgive him over the issue misled Zambian.
    “Ngambala and BNC are the ones who handles the issues of BA’64 NOT King of Barotseland (LITUNGA) and his BRE”. Infact LUBOSI IMWIKO II (Litunga) he is a PF a carder.

  5. The problem with you Lozis is that even a small issue like this one you have to talk talk and talk. The beauty with us Tongas is that we do not just talk but we act. Had it been us who were a protectorate, by this day we should have forgotten that we were at one time part of a fake and failed country called Zambia. Another issue you should not forget is that you can not leave us alone in Zambia where we are insulted and called all sorts of names even for farming cattle. You should therefore remember that we belong together to a country that Cecil Rhodes called North Western Rhodesia. Am I telling lies?
