Service Chiefs abusing authority of office

I have been forced to write this article because of what happened to me in the Afternoon of Friday January 26. 2018.

I was almost bashed by the motorcade for Zambia Airforce Commander General Erick Chimense.

Secondly I have been observing this unbecoming behaviour from the time the Patriotic Front government came into power. All service chiefs have motorised escorts. This is wrong. They are not entitled to motorised escorts.

According to the Cabinet handbook, only the President and the Vice President are entitled to motorised escorts. Motorised escort is also given to visiting VIP’s. The same applies with the Zambia Wildlife Authority (ZAWA) Act. Only the President and the Vice are exempted from being searched. This is the reason why former Tourism Minister William Harrington had a tiff with fellow ministers at Nalusanga gate when he instructed Zawa warders to search the vehicle for late Minister Golden Mandandi and Valentine Kayope.

So where are these service chief’s drawing the authority to have motorised escorts from? I have even noticed that even the Director General of Zambia Correctional Services formely Prison Department has acquired escort vehicles.

This is outright abuse of authority and has to be stopped immediately. Imagine the fuel these vehicle consume everyday. That money can go along to even help the spread of communicable diseases like Cholera. It can buy water treatment chemicals.

Another person who should take the blame is the Secretary to the Cabinet. The Secretary to the Cabinet seems to have gone on holiday. I remember when we had Mr. Leslie Mbula as Secretary to the Cabinet, Cabinet Handbooks where distributed in all Ministries and Government departments.

This is how I came to know about who is entitled to a motorised escort and who is not. This abuse must stop forthwith. These are issues which the Office of the Public Protector should take up on public interest. It is not only abuse of authority of office but Maladministration. I do not care whether they hate me or not. I’m taxpayer. Thanks.

  2. All commanders need protection so the are entitled to Motorised escort and if they are not protected,who will protect you?

    • So Mr. Kazembe what do we do with the written rule that says they are not entitled to a motorised escort? We discard it?

  3. Everything in changwa’s government, he doesn’t know what is going on, he doesn’t even read the constitution, this country is on auto pilot. We have a sleeping president who need to be educated. The country is in reverse. He couldn’t even hand over power to the speaker. What more with escort . We are a laughing stork

  5. The current Secretary to the Cabinet is the most useless, incompetent individual ever to hold that position since independence. Why he has been kept in that position this long one wonders.
