Returning Officer determines Kasempa tie in poll in favour of UPND

Following a tie between the ruling PF and opposition UPND candidates in the Kanongo ward by-election in Kasempa District, the poll was decided in favour of the opposition candidate by lot. Both candidates polled 209 votes.

The returning officer, who is usually a council worker, civil servant or teacher, voted for the UPND candidate Titus Nsakanya to determine the winner.

This in accordance with Section 48(i) of the Electoral Process Act(General regulations) which states that; “where an equality of votes is found between two or more candidates to be declared elected, the returning officer will immediately decide by lot”
