Chief GOVERNMENT Spokesperson and Minister of Information Hon. Dora Siliya has stated that the Motion to Impeach the President of the Republic of Zambia His Excellency Mr Edgar Chagwa LUNGU by the opposition United Party for National Development UPND is frivolous and a MARE Gimmick to SCANDALISE the Person of the President without just cause.

Speaking when she addressed the Press at the Ministry of Information this Morning, Hon. Siliya stated that the disdain or discontent of the UPND with government could not form basis for IMPEACHMENT but that it continued a pattern of the refusal by the opposition to acknowledge the election of His Excellency Mr. Edgar Chagwa LUNGU as the President of the Republic of Zambia as well as signaled a change of tactic from non acceptance to tacit acceptance of His election as President.

She further stated that the impeachment motion continued a trend of the abuse of the Judiciary and legislative procedures in an attempt to thwart and subvert the mandate given to the President by the Zambian people in the elections held on the 11th of August 2016.

“The notice of motion is not only misconceived but also represents an egregrious attempt to abuse the procedures of the National Assembly as well as the remedy of impeachment. The allegations taken are severely or as a whole do not amount to any impeachable offence recognised in any system of government. ” She said.

The Statement by Hon. Siliya comes in the wake of a motion of impeachment of the Head of State to the Speaker made on the 22nd of March 2018 by Members of Parliament from the United Party for National Development, UPND.

And Speaking at the same Press Briefing, Chairperson for Legal Affairs in the PF Central Committee, Hon. Brian Mundubile stated that the allegations that had been levelled against the President In the Notice of the Motion for Impeachment, for instance under ground 2, did not contain any particulars that amounted to any wrong doing on the Part of the President . He stated that the particulars alleged were not only speculative and exploratory but also downright false.

” THE Basis of the said allegations as is the case with most allegations in the notice is hearsay and social media. For example

I. Under clause 2.1.1, the name of the aide or aides who have engaged in corrupt practices or practice have not been set out.

II . The matters under clause 2.1.2 of the grounds are sub judice.

III, Clause 2.1.3 of the grounds is not only speculative but false.

IV. Clause 2.1.4 of the grounds does not provide particulars of the Person or persons dismissed on ethnic or political grounds.

V. Clause 2.1.5 of the grounds does not state the opposition councillor or councillors who allege were offered cash inducements.

VI. Clause 2.2.1 of the grounds does not state the trips which were wasteful and does not in any way amount to conduct that can put the existence of the state at risk.

VII. Clause 2.2.3 of the grounds is exploratory and speculative. It does not set out any particulars as to when and how the directions were issued by the President.

VIII. Clause 2.3 and 2.4 of the grounds does not state any particulars of the wealth and assets allegedly procured by the President. It is marely ment to SCANDALISE the Person of the President without just cause.” He said.
