ECZ sets July 26 for Lusaka mayoral, seven council chairpersons and six ward by-elections

The Electoral Commission of Zambia has set July 26 this year as the date when the next local government by-elections will be held.

The Capital City, Lusaka, will be electing a new Mayor while Council Chairpersons’ elections will be held in Chilanga, Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli districts.

On the same day, the ECZ will conduct elections in Chachacha, Lwambazi, Kangwena, Kanongesha, Kanyama and Looma wards.

The by-elections have been necessitated by the deaths of Lusaka Mayor Wilson Chisala Kalumba and Chilanga Council Chairpersons Maria Theresa Malila and the declaration of Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli as districts by President Edgar Lungu. The By-elections in the six (6) wards have been necessitated by resignations and deaths of Councillors in the named wards.

Notice is hereby given to the general public that the Electoral Commission of Zambia has prescribed Thursday 26th July, 2018 as the date on which to hold the Mayoral elections in Lusaka and Council Chairpersons’ elections in Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli districts. The Commission will on the same date hold by-elections in Chachacha, Lwambazi, Kangwena, Kanongesha, Kanyama and Looma wards.

The Mayoral and Council Chairpersons’ elections have been necessitated following the death of Lusaka Mayor, Wilson Chisala Kalumba and the declaration of Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli as districts by the President of the Republic of Zambia. The By-elections in the six (6) wards have been necessitated by resignations and deaths of Councillors in the named wards.

The polls will take place from 06:00 hours to 18:00 hours.

Aspiring candidates in the Mayoral and Council Chairpersons’ elections should lodge completed and attested statutory declaration and nomination papers subscribed before a Magistrate, Local Court Magistrate, Head of a Government Primary or Secondary School, Principal of a College, Commissioner of Oaths, Election Officer or Returning Officer on Tuesday 26th June, 2018 between 09:00 hours and 15:00 hours.

Aspiring candidates for the Lusaka District Mayoral elections and those for the Council Chairpersons in Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli districts should take along with them fifteen (15) supporters who must be registered voters in the respective districts. The supporters must have in their possession their green national registration cards and voters’ cards. Aspiring candidates in the Local Government ward by-elections should take along with them nine (9) supporters who must be registered voters in the affected wards.

Aspiring candidates for the Lusaka District Mayoral election will be required to pay Seven Thousand Five Hundred Kwacha (K7,500.00) non-refundable nomination fee. Aspiring candidates in Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli districts Council Chairpersons elections will be required to pay Two Thousand Kwacha (K2,000.00) non-refundable nomination fee. Aspiring candidates for the wards by-elections will be required to pay Seven Hundred and fifty Kwacha (K750.00), for City and Municipal Councils and Four Hundred Kwacha (K400.00) for District Councils non-refundable nomination fee.

Candidates in the Lusaka District Mayoral elections, in the six (6) Council Chairpersons by-elections and the six (6) wards by-elections must also present certified copies of their grade 12 certificates or equivalent or higher qualification, which must be verified by the Examinations Council of Zambia or the Zambia Qualifications Authority respectively.

In view of this, the Commission wishes to advise aspiring candidates who may wish to contest in these elections and by-elections that failure to comply with these requirements shall render the nomination papers null and void.
