ECZ needs to explain the 3.3 million voters

The Electoral Commission of Zambia would like to inform the Nation that the voter registration exercise, which took place from 14th September 2015 to 29th February 2016 recorded 1,695,580 new registrations, 1,634,288 updates (voter transfers, card replacements and amendments) and 51,998 notifications of deceased voters bring the total to 3,329,868.

Lusaka recorded the highest new registration at 306, 269 followed by Southern Province at 244, 999 while Copperbelt is in third at 208, 023 with Eastern Province in fourth on 196, 010.

Central province has 164, 612, Northern is at 146, 308, Luapula has 124, 337, Western has 124, 243, Muchinga recorded 91, 671 with North Western at 89, 108 new voters,” (Zambia Reports).

I am not very clear on the figure announced above as reported by various media houses that only 3.339,868 will contain the 2016 voter’s register. If that is true, then we need to interrogate why the reduction in voter registration. Why this voter apathy for the first time in history when the population is on the increase, the voter registration is going down? Since 1991, Zambia’s voter’s roll has been on the rise but if the figure is correct, it will be the first time it will reduce. Does it mean that the 2011 vote’s register which contained about 5,167,000 voters had majority of those numbers ghost voters?

mathematically, if the notifications on the deceased was coming to 51,998, then the remaining number of voters on the 2011 voter’s register should have been about 5,115,000 plus 1,695,580 new registration should bring the total sum of registered voters in Zambia and who were supposed to participate in the 2016 general elections to 6,81m voters. Now to be told it is 3.3 voters, i suspect it was a mistake committed either by ECZ or media due to misinterpretation.

In this regard, ECZ have a duty to clarify matters and must explain the actual number of provisional voters on the register to be inspected or verified by voters across the country. Provisional because of the coming verification exercise. I am confused and i need some help from ECZ because i cant get the answer where the other 3,47m voters are to make 6.81million voters supposed to be on the 2016 voter’s register, if going by the media reports will be the correct thing. Many queries have been reaching me on the same from citizens across this great nation.

Therefore, my friend and son, Cris Akufuna should date the media to clarify the matters before speculations and suspicions from citizens start polluting the local and international airwaves.

  1. Thank you Mr. Chipenzi. We definitely need people like you that are proactive citizens. I am also wondering and left to speculate on what is going on? Do we need to investigate the previous registers? We ECZ to quickly update is on this. Where these figures given by ECZ to inform the nation or they just plucked by the media from wherever? Let’s have proactiness from the commission. I know they are able to clearly communicate.

  2. I am not understanding this Chipenzi myself because the 3.3 million ECZ is talking about here represent new registrations, card replacements, updates and transfers only! If we add the number of those who voted in the last election and are still eligible to vote again in the coming election but did not need to replace, update or transfer, Mr Chipenzi will surely get his answer. The total number of eligible voters will without doubt exceed 6million. I stand to be corrected.

  4. Get YALI involved for it seems when they do the ECZ is made to act quickly! It is scandalous that a country with a population of about 15 million an only have a fifth of its population as registered voters!
